8th Pay Commission: While central government employees and pensioners are waiting for the recommendations of the 8th Pay Commission, uncertainty has emerged over the pension revision of employees who retired before January 1, 2026.
The Retired Employees Welfare Association (REWA) has approached Prime Minister Narendra Modi, seeking clarity on whether pensioners who retired before January 1, 2026, will be covered under the upcoming pension revision exercise.
The association has requested that the Terms of Reference (ToR) of the 8th Central Pay Commission be amended to clearly include pension and family pension revision for these retirees.
REWA Writes to PM Modi
REWA General Secretary Sadhu Singh sent a representation to the Prime Minister’s Office on September 7, 2026.
According to the association, the issue affects around 69 lakh central government pensioners and family pensioners. REWA says there is considerable uncertainty among pensioners about whether their pensions will be revised under the 8th Pay Commission. The association has therefore requested government intervention and a clear provision in the commission’s mandate.
What Is the Main Concern?
The concern centres around Para 2(e) of the 8th Pay Commission’s Terms of Reference.
The ToR provides for a review of pension and Death-cum-Retirement Gratuity structures for employees covered under and outside the National Pension System, including the Unified Pension Scheme. However, pensioner organisations argue that the wording does not explicitly state that pension and family pension of people who retired before January 1, 2026 will be revised.
REWA wants the government to remove this ambiguity by specifically mentioning existing pensioners and family pensioners in the ToR.
What Is REWA Demanding?
REWA has requested an amendment to the 8th CPC’s Terms of Reference so that the commission is clearly empowered to make recommendations regarding:
- Revision of pension for employees retired before January 1, 2026
- Revision of family pension
- Benefits for existing pensioners
- Clear provisions covering pre-2026 retirees
The association has also sought an official clarification from the government if an immediate amendment to the ToR is not made.
Why Are Pensioners Concerned?
The issue is linked to the wording of the 8th Pay Commission’s mandate.
Pensioner organisations have pointed out that earlier Pay Commission processes contained clearer references to retirement benefits. They argue that the current wording has created uncertainty about the treatment of pensioners who had already retired before the effective date associated with the new commission.
REWA is therefore asking the government to make the position clear rather than leaving pensioners to interpret the existing ToR.
Pension Hike Is Not Yet Confirmed
Importantly, the current development does not mean that old pensioners have been excluded from the 8th Pay Commission, nor does it confirm a pension increase.
At present, the issue is that pensioner organisations want the government to explicitly clarify the commission’s scope and, if necessary, amend its Terms of Reference.
The final recommendations on pension revision will depend on the 8th Pay Commission’s process and subsequent government decisions.
Other Pensioner Organisations Have Raised Similar Concerns
REWA is not the only organisation raising the issue. Other pensioner and employee bodies have also called for explicit provisions covering pension and family pension revision for people who retired before January 1, 2026.
The Bharat Pensioners’ Samaj and the All India Defence Employees’ Federation have previously raised similar concerns regarding the absence of an explicit provision for pre-2026 pensioners in the ToR.
What Happens Next?
The demand now puts the focus on the government’s response to the pensioner organisations’ representation.
Until an official amendment, clarification or final recommendation is issued, pensioners who retired before January 1, 2026, will have to wait for a definitive position on how their pension and family pension will be treated under the 8th Pay Commission.
For now, the key development is the demand for clarity and inclusion, not a confirmed pension hike.
