Surat, September 7, 2026: Surat has officially got a full-time Municipal Commissioner after a 25-day period of additional charge, with Rajkumar Beniwal, IAS taking over the city’s civic administration.
Beniwal formally assumed charge as the Surat Municipal Commissioner on Monday and outlined his vision of taking Surat from a clean and rapidly developing city to a world-class urban centre by 2047. The Gujarat government appointed him following a recent administrative reshuffle. The new commissioner has identified cleanliness, basic civic amenities, roads, water supply, traffic management and a permanent solution to the city’s creek-flooding problem among his key priorities.
Rajkumar Beniwal Takes Charge as Surat Municipal Commissioner
Rajkumar Beniwal is a 2004-batch IAS officer who was serving as Managing Director of Gujarat Narmada Valley Fertilizers & Chemicals Ltd. (GNFC) in Bharuch before being appointed to Surat.
The Gujarat government’s September 5 administrative reshuffle relieved Tejas Parmar, IAS, who had been holding additional charge of the Surat Municipal Commissioner post. The official Surat Municipal Corporation website now lists Shri Rajkumar Beniwal, IAS as the present Municipal Commissioner.
Beniwal’s Vision: Make Surat a World-Class City by 2047
After taking charge, Beniwal said Surat can play an important role in the development of Viksit Bharat by 2047 and strengthen its position among leading developed cities in India and globally.
His approach is focused on planned urban development and improving the quality and speed of civic services delivered to residents. The focus is not limited to major infrastructure projects. Improving everyday civic services and making basic facilities more accessible to citizens will also be an important part of the new administration’s agenda.
Cleanliness to Remain a Top Priority
One of Beniwal’s major priorities is cleanliness across Surat. He has indicated that improving cleanliness is essential not only for the city’s image but also for strengthening the sense of pride residents have in Surat. The Surat Municipal Corporation itself lists its mission as making Surat a dynamic, vibrant, beautiful, self-reliant and sustainable city with basic amenities and a better quality of life.
SMC’s existing cleanliness initiatives include sanitation drives, waste collection, scientific waste disposal and measures aimed at improving public sanitation.
Roads, Water and Traffic Among Immediate Priorities
The new commissioner has also identified several everyday issues that directly affect Surat residents.
These include:
- Road infrastructure
- Water supply and related civic services
- Traffic management
- Faster delivery of basic municipal services
- Improved cleanliness
- Time-bound completion of important projects
The emphasis will be on resolving such issues quickly while ensuring that municipal services reach citizens more efficiently.
Permanent Solution to Surat’s Creek Flooding Problem
Another major challenge on Beniwal’s agenda is the recurring creek flooding problem in Surat. The new commissioner has indicated that the issue will be studied from different angles before moving towards a long-term solution.
This is particularly significant for Surat because heavy monsoon rainfall and rising water levels in the city’s waterways can create flooding and waterlogging concerns in vulnerable areas. Rather than relying only on short-term measures, the administration is expected to examine the issue comprehensively and work towards a more permanent solution.
Focus on Surat’s Iconic Development Projects
Beniwal has also said that ongoing iconic projects will be reviewed and pushed forward through proper planning and time-bound implementation.
Projects such as the Surat Riverfront and barrage-related works are among the developments whose current status will be examined by the new civic chief. The objective will be to ensure that projects already under implementation are completed on schedule and deliver tangible benefits to residents.
22 Years of Administrative Experience
Beniwal brings around 22 years of administrative experience to his new assignment, according to the Gujarat Samachar report. Before taking charge in Surat, he handled several important responsibilities, including his role at GNFC and work associated with development projects in Ahmedabad and Vadnagar. His previous experience is expected to play a role in managing Surat’s rapidly expanding urban infrastructure and civic administration.
Administrative Challenges Await New Commissioner
While Surat’s infrastructure and development will remain major priorities, Beniwal will also have to address challenges within the municipal administration.According to the report, the civic body is dealing with a shortage of officers, with some officials handling multiple important responsibilities. Administrative coordination and accountability will therefore also be important areas for the new commissioner.
For Surat, the coming months will show how effectively the new administration can convert the announced priorities into measurable improvements on the ground.
